Here in the UK you have to have everything except the simplest thing done by a qualified electrician by law. The same with gas (a lot of homes here have a natural gas supply for heating systems)
I think DIY projects are wonderful but some basics are definitely best left to the professionals! Spend a little today to save a lot in the future 🙂
